„Eine Arbeit mit Wilhelmshavener Bezug hat die Berliner Künstlerin Andrea Pichl geschaffen. Sie nahm den Grundriss sowie Fotografien der Behelfsheime in der Bahnzeile Wilhelmshaven als Ausgangspunkt für ihre Installation „Zweck und Mittel und Norm“. Die auf einem Grundriss von etwa 20 Quadratmetern entstandenen Behelfsheime sollten „erträgliche Unterkünfte für Luftkriegsbetroffene“ sein. Sie wurden von dem 1943 begründeten Deutschen Wohnungshilfswerk vielerorts errichtet. Der Bauhaus-Architekt Ernst Neufert (1900-1986) entwarf den Konstruktionsplan und gab das Baumaterial mit Normvorgaben vor. Andrea Pichl ergänzt in ihrer Installation den Grundriss eines exemplarischen Behelfsheims mit profanen Gestaltungselementen verschiedener Epochen.“
„The Berlin artist Andrea Pichl has created a work with reference to Wilhelmshaven. She took the floor plan as well as photographs of the makeshift homes in the Wilhelmshaven railroad line as the starting point for her installation „Zweck und Mittel und Norm“ („Purpose and Means and Norm“). The makeshift homes, created on a floor plan of about 20 square meters, were intended to be „tolerable accommodations for those affected by the air war.“ They were built in many places by the Deutsches Wohnungshilfswerk, which was founded in 1943. Bauhaus architect Ernst Neufert (1900-1986) designed the construction plan and specified the building material with standard specifications. In her installation, Andrea Pichl supplements the floor plan of an exemplary makeshift home with secular design elements from different eras.“
